Les informations sur l\u2019\u00e9tat d\u2019avancement du processus de r\u00e9organisation Reload ont fait l\u2019objet d\u2019un commentaire \u00e9logieux au comit\u00e9 central, aucune voix critique ne s\u2019\u00e9tant \u00e9lev\u00e9e.<\/strong><\/p>\n\n\n\n<p>Les principaux objectifs du projet Reload lanc\u00e9 il y a un peu plus d\u2019un an sont clairs, \u00e0 savoir professionnalisation de l\u2019organisation et r\u00e9organisation des finances:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>pas de doublons<\/li><li>une opinion et une voix<\/li><li>responsabilit\u00e9s et comp\u00e9tences claires<\/li><li>moins de s\u00e9ances<\/li><li>image externe homog\u00e8ne<\/li><li>responsabilit\u00e9 claire en mati\u00e8re de communication<\/li><\/ul>\n\n\n\n<p>Ces conditions remplies, l\u2019association et l\u2019Ecole professionnelle Richemont pourront travailler avec un mandat clair, mais aussi les comp\u00e9tences qui conviennent, a affirm\u00e9 le coach de Reload, Manuel Ruchti, devant les membres du comit\u00e9 central.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-les-taches-de-l-organisation-transitoire\">Les t\u00e2ches de l\u2019organisation transitoire<\/h2>\n\n\n\n<p>L\u2019organisation transitoire, le conseil d\u2019administration de l\u2019association et de l\u2019Ecole professionnelle Richemont ont diff\u00e9rentes t\u00e2ches qui doivent \u00eatre remplies:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>formulation des lignes directrices et de la strat\u00e9gie globale BCS\/Richemont<\/li><li>d\u00e9veloppement de la future organisation globale \u00e0 l\u2019intention du congr\u00e8s&nbsp;2019<\/li><li>\u00e9laboration des bases pour un syst\u00e8me financier et comptable uniforme<\/li><li>\u00e9tablissement d\u2019un budget 2019&nbsp;commun BCS\/Richemont<\/li><li>\u00e9laboration du concept de formation strat\u00e9gique<\/li><li>cr\u00e9ation du concept de services strat\u00e9gique<\/li><li>d\u00e9veloppement du concept de communication strat\u00e9gique<\/li><li>\u00e9laboration du business-plan strat\u00e9gique<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-focalisation-sur-l-organisation-et-les-finances-travail-exigeant-d-un-ca\">Focalisation sur l\u2019organisation et les finances Travail exigeant d\u2019un CA<\/h2>\n\n\n\n<p>L\u2019accent est pour l\u2019heure clairement mis sur le d\u00e9veloppement de l\u2019organisation globale et la r\u00e9organisation des finances, a expliqu\u00e9 Manuel Ruchti. Il a \u00e9num\u00e9r\u00e9 les comp\u00e9tences et les obligations d\u2019un conseiller d\u2019administration et soulign\u00e9 ce qui suit: \u00abLe travail au CA est exigeant, et n\u00e9cessite qu\u2019on y consacre le temps n\u00e9cessaire. Cette instance n\u2019est pas seulement importante \u00e0 l\u2019interne pour le travail de gestion strat\u00e9gique, elle doit aussi inspirer confiance et agir avec comp\u00e9tence \u00e0 l\u2019externe.\u00bb<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-double-gestion-pas-simple\">Double gestion pas simple<\/h2>\n\n\n\n<p>Ruchti a \u00e9galement \u00e9voqu\u00e9 la situation actuelle, pas toujours simple avec la double gestion par le comit\u00e9 central et le conseil d\u2019administration BCS\/Richemont, et pos\u00e9 la question suivante: les responsabilit\u00e9s sont-elles clairement r\u00e9gl\u00e9es entre ces instances? Sont-elles clairement compr\u00e9hensibles? Existe-t-il des doublons? L\u2019organisation est-elle compr\u00e9hensible pour les membres et les personnes ext\u00e9rieures? Aurons-nous \u00e0 l\u2019avenir une milice suffisante pour pourvoir les deux instances avec comp\u00e9tence?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-situation-critique-dans-differents-cantons\">Situation critique dans diff\u00e9rents cantons<\/h2>\n\n\n\n<p>Le pr\u00e9sident de la BCS, Silvan Hotz, a clairement r\u00e9pondu par la n\u00e9gative. Les structures associatives dans les cantons et les r\u00e9gions vont \u00e9galement \u00e9voluer. \u00abNous ne pourrons pas \u00e9viter des fusions judicieuses.\u00bb Silvan Hotz a montr\u00e9 \u00e0 l\u2019aide de couleurs sur une carte suisse quels cantons ont d\u2019ores et d\u00e9j\u00e0 des probl\u00e8mes pour pourvoir des mandats associatifs et quels cantons seront \u00e9galement concern\u00e9s dans un avenir proche. Il a mentionn\u00e9 \u00e0 cet \u00e9gard la fusion de Berne et Soleure, et celle de Zoug et Schwytz. \u00abCe sera t\u00f4t ou tard le cas dans toutes les r\u00e9gions. Nous pouvons fermer les yeux, et simplement attendre que cela arrive, ou le coordonner de mani\u00e8re proactive\u00bb, a expliqu\u00e9 Hotz.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-fusion\">Fusion<\/h2>\n\n\n\n<p>Le conseil d\u2019administration envisage notamment \u00e0 cet effet de fusionner le CA et le CC, l\u2019objectif \u00e9tant de simplifier les structures et de r\u00e9gler clairement les comp\u00e9tences. Toutes les parties prenantes importantes devraient \u00eatre repr\u00e9sent\u00e9es, les repr\u00e9sentants des petites et grandes entreprises, les diff\u00e9rentes r\u00e9gions, et \u00e9videmment les diff\u00e9rents services devant \u00e9galement n\u00e9cessairement l\u2019\u00eatre. Les pr\u00e9sidents cantonaux ont re\u00e7u un catalogue de questions ces derniers jours. Ils vont en parler au sein de leurs comit\u00e9s et donner un feedback d\u2019ici \u00e0 fin octobre, pour que les groupes de travail Reload puissent se servir de cette base pour la suite des travaux.<br>Silvan Hotz a soulign\u00e9 le fait que la BCS ne pouvait que recommander aux associations cantonales de fusionner au niveau r\u00e9gional. Seule une future repr\u00e9sentation r\u00e9gionale au conseil d\u2019administration est actuellement envisag\u00e9e.<br>Aucune critique n\u2019a \u00e9man\u00e9 des d\u00e9l\u00e9gu\u00e9s du comit\u00e9 central. Seul Urs K\u00f6ppel (Romanshorn) est intervenu: \u00abUne proposition g\u00e9niale!\u00bb, c\u2019est en ces termes qu\u2019il a comment\u00e9 le th\u00e8me de la fusion.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-conclusions-de-l-analyse-de-la-situation-actuelle\">Conclusions de l\u2019analyse de la situation actuelle<\/h2>\n\n\n\n<p>Le coach de Reload Manuel Ruchti a \u00e9num\u00e9r\u00e9 les premi\u00e8res conclusions r\u00e9sultant du processus Reload lors de la s\u00e9ance du comit\u00e9 central. Elles se basent sur diff\u00e9rentes interviews d\u2019experts et deux ateliers avec un groupe de travail largement \u00e9tay\u00e9.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Le travail de l\u2019association et de l\u2019\u00e9cole professionnelle est tr\u00e8s appr\u00e9ci\u00e9.<\/li><li>La structure de l\u2019organisation globale de la BCS comprenant l\u2019Ecole professionnelle Richemont est lourde, beaucoup trop h\u00e9t\u00e9rog\u00e8ne, peu transparente et n\u2019implique pas toutes les parties prenantes.<\/li><li>Le syst\u00e8me de milice tel que pratiqu\u00e9 aujourd\u2019hui a atteint ses limites.<\/li><li>Le r\u00e9sultat global financier, consolid\u00e9 est n\u00e9gatif, on vit sur les r\u00e9serves.<\/li><li>Les finances ne sont pas pr\u00e9sent\u00e9es de mani\u00e8re transparente pour le membre.<\/li><li>On se demande si l\u2019offre actuelle de services et les cours de formation professionnelle et continue sont d\u2019actualit\u00e9, et s\u2019ils peuvent \u00eatre financ\u00e9s dans leur ampleur actuelle.<\/li><li>L\u2019interface BCS et Ecole professionnelle Richemont est incompr\u00e9hensible pour beaucoup de membres.<\/li><\/ul>\n","protected":false},"excerpt":{"rendered":"<p>La double gestion par le CC et le conseil d\u2019administration BCS\/Richemont doit-elle \u00eatre maintenue?
